Through the calculation of time, this devil recognizes that his time is up and that his nation will be tortured and tormented in a way that will surge as an example throughout the ages for the people to see what happens to nations when they buck up against the power of Divine!

In all of their preparations they see the hand of God writing their end. This has not stopped them from preparing for war and trying to salvage their own wicked and corrupt rule. Though they will not be successful in the least, they will not willingly give up what they consider to be their rule.
