Ukraine said a powerful rocket probably fired from Russian territory downed a Ukrainian military cargo plane close to the border in a region where fighting with pro-Russia rebels has intensified.

The allegation came a day after Moscow accused Ukrainian forces of hitting a Russian house on its side of the border with artillery fire, killing a Russian civilian. Russia’sForeign Ministry warned of “irreversible consequences” for the Ukrainian government in Kiev, which has denied involvement.

The exchange of accusations illustrates heightened tension between Moscow and Kiev as the conflict in Ukraine’s east grows increasingly bloody. After a lull, fighting has intensified in recent days between separatists and Ukrainian forces, who have been facing off since the spring.

Representatives from Russia, Ukraine and Europe are trying to arrange a new round of cease-fire talks with the separatist leaders, as the Europeans weigh further sanctions against Russia.

Ukrainian forces have pushed into the outskirts of Donetsk and Luhansk, the two regional capitals that rebel leaders have locked down and vowed to defend after retreating there from farther-flung cities across the Donbas basin.

Russia has redeployed 10,000 to 12,000 troops along its border, just a month after drawing that number down to under 1,000, a military officer with the North Atlantic Treaty Organization in Brussels said Monday.

The officer said Moscow’s motivation isn’t clear, but he said the troops “are definitely capable of moving into Ukraine and dramatically influencing the situation in the east.” Russia didn’t immediately respond to the comments by the NATO officer.

According to the Ukrainian authorities, at least part of the eight-person crew aboard the AN-26 cargo plane parachuted out of the aircraft. The Luhansk rebel leadership took responsibility for downing the aircraft in comments to the Interfax news agency, and said that four crew members had been taken captive for questioning. The whereabouts of the remaining crew was unclear. Ukrainian authorities said they had launched a rescue mission.

Ukrainian President Petro Poroshenko’s office said the plane had been flying at an altitude of 6,500 meters (about 21,000 feet) and so couldn’t have been shot down by the rebels’ portable antiaircraft missiles.
