Law enforcement agencies in the United States are a “coercive force” that routinely intimidate and murder African Americans, a researcher and historian in Washington says.

“There’s been a gratuitous love to use capital punishment to intimidate and frighten and terrorize African American people,” Randy Short told Press TV in a phone interview on Tuesday.

He was commenting on a newly released statistical study which shows that at least one in 25 prisoners under a death sentence in the US is likely innocent.

Short said incarcerated African Americans are suffering under an “apartheid Gulag system.” Gulag was a Soviet government agency that administered the forced labor camp systems during the Stalin era, from the 1930s until the 1950s.

“There’s not one day that there’s not something that shows that we are not treated as human beings in this society,” he added.

The United States has suffered from an epidemic of racial violence throughout its history, which some experts say has increased after the election of President Barack Obama.

According to the American Civil Liberties Union (ACLU), the racial ratio of the victims of the death penalty in the US has been striking since the revival of the practice in 1976, with the penalty being disproportionately imposed on ethnic minorities.

Statistics released by the Texas Department of Criminal Justice show that 11 of the 16 executed prisoners in the state of Texas, which is responsible for nearly 40 percent of all executions in the US since 1976, were African American or Hispanic in 2013.
