Russia Adds Missiles, Subs as Army Upgrade Proceeds Amid Crisis

Nov. 12 (Bloomberg) — Russia will add more than 30 ballistic missiles and three nuclear submarines next year as the government pushes ahead with a military upgrade during the worst economic slump in a decade.

“Next year, the main steps should be completed to lift the Russian armed forces to a new level by creating a modern, battle-ready and mobile army that won’t give anyone the chance to threaten us or our allies,” President Dmitry Medvedev said today in his state-of-the-nation address.

Arms purchases for next year will include five Iskander short-range missile systems, about 300 armored vehicles, 30 helicopters, 28 warplanes and a naval corvette in addition to the missiles and submarines, Medvedev said.

Medvedev urged an overhaul of the military after a five-day war with Georgia in August last year, including an upgrade of the country’s nuclear deterrent and the renewed production of aircraft carriers.

The president has vowed to maintain spending on arms and housing for military personnel even as the government predicts the economy will shrink 8.5 percent this year. The World Bank forecasts an 8.7 percent contraction in 2009.

Oil prices in excess of government estimates will help narrow this year’s budget deficit to 7.5 percent of gross domestic product from an earlier forecast of 8.3 percent, Finance Minister Alexei Kudrin said on Oct. 21, enabling the government to maintain stimulus spending.

‘Realistic’ Plans

Nikolai Makarov, head of the military’s General Staff, said the arms purchases called for by Medvedev were “realistic.” The government is spending 500 billion rubles ($17.3 billion) on procurement this year and will spend a similar amount in 2010, he told reporters after Medvedev’s speech.

Last year, Russia added 17 ICBMs, four Iskander units and 34 rockets for the S-400 air-defense system, among other weapons, Deputy Prime Minister Sergei Ivanov told Prime Minister Vladimir Putin on May 6, according to a transcript on the government’s Web site.

Russia’s planned 2009 procurements include 49 new and upgraded aircraft, 31 helicopters and 304 armored vehicles, Deputy Defense Minister Vladimir Popovkin said on April 10, in comments posted on the ministry’s Web site.

By 2012, the armed forces must be equipped with digital communications systems to replace old analog equipment, starting with troops in the North Caucasus region, Medvedev said. Soldiers complained to the president about poor communications when he visited the headquarters of Russia’s 58th Army, based in Vladikavkaz, following last year’s war with Georgia.

Georgia’s U.S.-trained army was routed by Russia in the war over the separatist Georgian region of South Ossetia. Russia later recognized South Ossetia and another breakaway region, Abkhazia, as independent countries and agreed to defend their borders.
