North Korea claimed Tuesday that it has successfully weaponized more plutonium for atomic bombs, a day after warning Washington to agree quickly to direct talks or face the prospect of a growing North Korean nuclear arsenal.
The announcement underlined Pyongyang’s impatience over securing one-on-one talks with Washington, as well as the difficulties in dealing with a regime that resorts to threats and provocations to get what it wants.
Pyongyang’s official Korean Central News Agency said North Korea had finished reprocessing 8,000 spent nuclear fuel rods, which experts say would provide enough weapons-grade plutonium for at least one more nuclear bomb.
The claim may not mean much, since North Korea is believed to already have enough weaponized plutonium for half a dozen nuclear weapons. But the timing — a day after Pyongyang warned it would beef up its nuclear arsenal if the U.S. refused to agree on bilateral talks — shows the communist regime is flexing its atomic might to push Washington to act, analysts said.
“North Korea is trying to show off its nuclear might as a way to pressure the United States to agree to the talks,” said Kim Yong-hyun, a North Korea expert at Seoul’s Dongguk University.
U.S. State Deparment spokesman Ian Kelly accused the Pyongyang government of violating its past commitments at international disarmament talks.
“Reprocessing plutonium is contrary to North Korea’s own commitments” at those negotiations and violates United Nations resolutions, Kelly told reporters in Washington. He said the Obama administration was focused on trying to restart stalled six-nation nuclear talks.
North Korea has long sought direct nuclear negotiations with the U.S., believing that it is the easiest, fastest and surefire way of ensuring the survival of the totalitarian regime and win economic concessions to rebuild its moribund economy.
On Monday, North Korea’s Foreign Ministry warned that “if the U.S. is not ready to sit at a negotiating table with the (North), it will go its own way,” an apparent threat to bolster its nuclear arsenal.
Pyongyang has claimed it needs atomic weapons to defend itself against the U.S., which fought against the North during the Korean War in the 1950s and has 28,500 troops stationed in South Korea to protect the ally.
The U.S. says it has no intention of attacking the North.
But the North said Tuesday that it remains “compelled to take measures to bolster its deterrent for self-defense to cope with the increasing nuclear threat and military provocations of the hostile forces.”
Washington has said it is willing to meet one-on-one with the North if the talks lead to the resumption of the six-nation negotiations involving China, Japan, the two Koreas, Russia and the U.S.
However, discussions between a North Korean envoy and a U.S. official last week did not yield an agreement to hold talks, both sides said.
Kelly told reporters Monday that Sung Kim, the chief U.S. nuclear negotiator, recently had useful discussions with Ri Gun, North Korea’s No. 2 official for nuclear talks. He said the U.S. is still considering North Korea’s offer.
North Korea agreed in 2007 to disable its main nuclear facility in Yongbyon — a step toward its ultimate dismantlement — in exchange for much-needed energy aid and political concessions. However, Pyongyang halted that process more than a year ago and later abandoned the pact amid international censure for a series of nuclear and missile tests.
North Korean officials restarted the nuclear facilities in April in retaliation for a U.N. rebuke of a rocket launch widely criticized as an illicit test of its long-range missile technology. The country also kicked out international nuclear monitors.
The North then conducted its second-ever nuclear test in May and later launched a series of banned ballistic missile tests, prompting the U.N. Security Council to toughen sanctions against the regime.
In September, North Korea said it was in the final stage of reprocessing spent fuel rods, and claimed it had succeeded in enriching uranium, a process that would give the regime a second way to build atomic bombs.
Tuesday’s announcement was designed to hurry along negotiations, analysts said.
“North Korea is pressuring the United States to decide quickly whether it wants to resolve the standoff through bilateral talks or allow the (plutonium) to be used for atomic weapons,” North Korea expert Koh Yu-hwan of Dongguk University said.

In an interview to the country’s official Xin Hua news agency, People’s Liberation Army (PLA) Air Force Commander Xu Qiliang justified the move on the basis of the government’s perspective that “only power could protect peace.”
Superiority in space and in air would mean, to a certain extent, superiority over the land and the oceans, Xu said. “As the air force of a peace-loving country, we must forge our swords and shields in order to protect peace,” he added.
According to Xu, not only major air force powers in the world were currently seeking superiority in space and air, but also some developing countries were changing their military strategies with that objective.
Xu says a country without adequate power would have no say when faced with challenges posed by the militarization in the space and air.
With 2.3 million active troops, the People’s Liberation Army (PLA) is the largest military in the world. The official announced that the PLA’s 2009 budget was $70 billion. However, the United States claims China does not report its real military spending, which is estimated at least $105 billion last year.
Beijing-based reports say despite being one of the strongest economies in the world, China’s military budget is still about eight times smaller than that of the U.S.
The Communist state is celebrating the 60th anniversary of the founding of the PLA Air Force on November 11.
The Air Force will put its most advanced warplanes on display in the suburbs of Beijing during the exercises.
It will include Kongjing-2000 Airborne Early Warning and Control (AEWC) aircraft, J-11 fighters, H-6 bomber jets, and HQ-9 surface-to-air missiles, all built in China, according to He Weirong, Deputy Commander of the PLA Air Force.
In an apparent effort to show the world its power and military preparedness at air and space, Beijing has invited senior air force officers from more than 30 other countries to an international military forum themed “harmonious skies” to be held in the capital’s suburbs.
Possessing nuclear weapons and delivery systems, China is considered a major military regional power and an emerging military superpower. In order to protect its critical supply lines, China has been establishing foreign military relationships.—

Xu made it clear that “the PLA Air Force will pose no threat to any other country. It will continue to deepen exchanges and cooperation with its foreign counterparts on a more transparent, confident and practical basis,” he added.
China has made much progress in the last decade and continues to make efforts to modernize its military. Chinese Air Force has purchased state-of-the-art fighter jets from Russia, such as the Sukhoi Su-30s. It has also acquired and improved upon the Russian S-300 surface-to-air missile systems, which are considered to be among the best aircraft-intercepting systems in the world. Its armored and rapid-reaction forces have been updated with enhanced electronics and targeting capabilities.

US eyes China’s rapid advancements in space
Officials say US must improve satellite coverage as China advances its space programs

Wary of China’s rapid advancements in space programs over the last decade, military commanders said Tuesday that the U.S. needs to improve its satellite presence in the Southern Hemisphere to better track launches from Asia, even as officials work to improve relations with Beijing.
Air Force Gen. Kevin Chilton, head of U.S. Strategic Command, said the U.S. wants to better understand where China is heading as it improves its space and satellite capabilities.
Chilton, who met with senior Chinese military leaders last week, described strains on the Pentagon’s space program that are forcing commanders to push satellites and other equipment beyond their designed life span and to press for schedules that allow no room for launch failures.
A big challenge, said Chilton, is that the U.S. is working with old satellites that were deployed during the Cold War. Many of those units focus largely on the Northern Hemisphere.
“We have shortfalls in the Southern Hemisphere,” said Lt. Gen. Larry James, commander of the Joint Functional Component Command for Space. “As you look at launches that would potentially come out of Asia and head south, you don’t get a look at those for some period of time due to the lack of coverage there. So we still have shortcomings we need to deal with.”
Chilton and James, who spoke to reporters at the close of Strategic Command’s space symposium this week, said improvements to U.S. programs and technologies are planned, but there is still a need for more money.
Chilton met with Gen. Xu Caihou, one of two vice chairmen of the People’s Republic of China’s Central Military Commission, during Xu’s visit to Strategic Command at Offutt Air Force Base south of Omaha, Neb. Chilton said the meeting was part of the effort to build a dialogue with the Chinese and encourage Beijing to be more transparent in its military goals.
U.S. officials have long sought greater clarity into China’s burgeoning military budget and programs, especially its space ambitions. Earlier this year China broke ground on its fourth space center, underscoring the nation’s plans to build an orbiting station and send a mission to the moon.
The U.S. continues to be suspicious of the communist giant’s intentions, including its development of anti-satellite weapons.
“Where they’re heading is one of the things a lot of people would like to understand better,” said Chilton. “They certainly are on a fast track to improve their capabilities.”
Chilton and James also said that the U.S. is on track to improve its ability to track satellites, particularly as part of an effort to avoid collisions in the increasingly crowded outer space.
James said the U.S. is able to perform collision analysis on 800 key satellites and will be able to cover all 1,300 active satellites by the end of the year.
