Japan is threatening to ask US troops based on the island of Okinawa to leave the country amid growing resentment over crime.

The new government is reviewing an agreement with Washington on US military facilities following through on a campaign pledge to islanders who have borne the brunt of the American presence for more than 60 years.

Around 50,000 American troops are based in Japan, around two-thirds of the total are in Okinawa. Resentment against their presence has grown in recent years due to a series of crimes committed by service personnel.

In February 2008, a case against a marine accused of raping a girl aged 14 was dropped after she withdrew the accusation, apparently to avoid the ordeal of a trial.

The case revived bitter memories of the abduction and rape of a 12-year-old schoolgirl in 1995 by three US servicemen.

Katsuya Okada, the foreign minister, said he wants the American military to remain in Japan but that the concentration on Japan’s most southerly islands needed to be reduced.

“The only way this presence can be sustained in the long term is to make sure that the burden on the Okinawans is decreased in some way,” he said. “Only by accomplishing these goals will we be able to ensure that the US-Japan alliance will be sustainable.”

Another long-standing complaint against the US forces is pollution and the noise their aircraft make during practice flights, particularly at bases that are in the most densely populated parts of the island.

The most seriously affected municipality is Ginowan, which surrounds the Marine Corps’ Futenma Air Station.

The previous Japanese government had reached an agreement with Washington to transfer 8,000 Marines and their dependants to the Pacific island of Guam by 2012, close the Futenma facility and transfer its functions to an enlarged US base on the north-east coast of the prefecture.

The plan has been attacked by people living close to Camp Schwab and environmentalists, who claim that the proposal for new runways built on reclaimed land will devastate the local flora and fauna.

The US has stated that it wants to stick with the existing plan. John Roos, the US ambassador to Tokyo, said on Friday that Japan will be given time “to analyse, to review, to ask questions and, hopefully, come to the conclusion that it is in both parties’ best interests.”

It is not at all certain that Yukio Hatoyama, the prime minister, agrees with that assessment as he has been a vocal critic of U.S. foreign and financial policies, as well as expressing a desire to follow a more independent security line than previous Japanese governments.

Mr Hatoyama himself has indicated that he would support reducing the burden on the people of Okinawa by moving the activities of Futenma out of the prefecture entirely.

Work to review the agreement began in the Japanese cabinet on Friday, with no deadline set for a decision, according to Mr Okada.

The urgency of the situation is underlined by the arrival in Japan in November of President Barack Obama, who will arrive with hopes of settling the contentious issue once and for all. ”

A split is emerging between the United States and Japan over the new Tokyo government’s anti-globalisation rhetoric and its threats to end a refueling agreement for US ships in support of the war in Afghanistan.

He also intends to examine an agreement that permits US warships to dock at Japanese ports, in violation of the nation’s non-nuclear principles. Mr Hatoyama says he will also look again at the $6 billion cost faced by Japan to transfer thousands of US troops from their base in Okinawa to the Pacific island of Guam amid a wide-ranging review of the American military presence on Japanese soil.

His election campaign promised a more “independent” foreign policy from Washington and closer relations with Asian neighbours, including China. On Thursday, he repeated his intention to defy the US and end the Maritime Self-Defence Force’s resupply mission in the Indian Ocean.

Mr Hatoyama will be sworn in on Wednesday after an historic victory that ended decades of near unbroken rule by the Liberal Democratic Party. He will have his first meeting with Barack Obama, the US president, at the United Nations on Sep 22.

The Pentagon reminded Japan of the expectations it faced as a “great power and one of the world’s wealthiest countries”. Geoff Morrell, a spokesman, said: “There is an international responsibility, we believe, for everyone to do their share, as best they can, to contribute to this effort to bring about a more peaceful and secure Afghanistan.”

The Defence Department would not “prejudge” Japan’s new political leadership, he added.

“We think that when the responsibility of governing comes about that people will appreciate, as we have every reason to believe they do, the importance of this alliance and the importance of working together on these [security] agreements,” he said.

Makoto Watanabe, a professor of media and communication at Hokkaido Bunkyo University, said: “The US has been critical of new trends in Japan, but we are not a colony of Washington and we should be able to say what we want.

“The Japan-US relationship will remain our most important bilateral link, but while under previous governments Japan had become a yes-man to the US, this suggests to me that healthy change is taking place.” ]———————————(China’s Wen praises new Japan govt

BEIJING – China’s premier on Wednesday praised the new Democratic Party-led government in Japan, state media reported, 10 days after elections there saw a landslide victory for the centre-left opposition.

“China appreciates the positive attitude of leaders of the Democratic Party of Japan (DPJ) towards relations with China,” Premier Wen Jiabao was quoted as saying by the official Xinhua news agency.

China “is willing to strengthen communication and cooperation with Japan’s new cabinet, enhance mutual trust… and push for the strategic and mutually beneficial relations between China and Japan to continue to develop.”

Wen made the comments in a meeting in Beijing with Fujio Mitarai, chairman of both the Japanese Business Federation and of Canon, the photographic and office equipment maker.

Yukio Hatoyama’s DPJ won 308 seats in the powerful 480-member lower house in the watershed elections on August 30, ending more than half a century of almost unbroken conservative rule.

Hatoyama, a US-educated engineer, has indicated that Japan’s foreign policy should look more towards Asia and less to the United States, highlighting the fast rise of China as an economic power.

Wen said Japan and China, as the world’s number two and three economies, should work together to tackle the financial crisis, Xinhua reported.

“No single country or region alone can recover from the global economic downturn,” he was quoted as saying.

Mitarai, who is leading a delegation of 140 executives and officials on a visit to China, said the Japanese business community wanted to work more closely with Beijing on trade, investment and environmental protection.

He added the business community also wanted to participate in regional development programmes in various parts of China, the report said.

The two countries have been working hard to reduce years of simmering tensions stemming largely from Japan’s brutal World War II occupation of China.

Under former premier Junichiro Koizumi, who ruled Japan between 2001 and 2006, Tokyo’s relations with Beijing deteriorated badly over his repeated visits to a controversial war shrine.

Hatoyama, however, has said he will not visit the Yasukuni shrine in Tokyo.)

Russian foreign policy experts are becoming increasingly alarmed over the growing relationship between Japan and China after the historic election win of Yukio Hatoyama’s Democratic Party of Japan (DJP) which, according to these reports, will enable the new Japanese Prime Minister to fulfill his long sought after goal of “destroying” what he has called the “stranglehold” the United States has long maintained on his Nation and its people since their defeat at the hands of the American’s during World War II.

In a statement Hatoyama released prior to his election win titled “Toward an even greater victory for the people” he stated the course his new government would take by saying:

“We would like to bring about policies that look 30 years or even 50 years into the future, and radically question the shape of the Japanese nation itself. Our national goal based on a spirit of friendship is to create an East Asian community. It goes without saying that the Japan-U.S. Security Treaty will continue to be the core of Japan’s diplomacy. At the same time, however, we must maintain our identity as an Asian nation.”

And to Hatoyama’s growing anger against the United States over its current economic policies he recently raised fears in Washington by saying:

“The financial crisis has suggested to many that the era of U.S. unilateralism may come to an end. It has also raised doubts about the permanence of the dollar as the key global currency. I also feel that as a result of the failure of the Iraq war and the financial crisis, the era of U.S.-led globalism is coming to an end and that we are moving toward an era of multipolarity.”

[Not known to many American’s about the new Japanese leader Hatoyama is his families (who the Japanese people liken to the Kennedy Family of the United States) long-standing ties with the most conservative and radical elements of his Nation’s war making past, and whose grandfather, Ichirō Hatoyama, was tapped by the CIA to replace Japanese Prime Minister Shigeru Yoshida whom they had planned to assassinate in a 1952 coup plot led by militarists and suspected war criminals who had worked for US occupation authorities after World War II.]

Equally concerning for the American’s is Hatoyama’s vow to remove all 8,000 US Military personal from their continued occupation of the southern Japanese island of Okinawa where they are branded as “sexual terrorists” due to their repeated raping of women and young girls.

But to the greatest fears of the American’s is Hatoyama’s joining with China in that Nation’s quest to destroy what is left of the now teetering Western economic system that has plunged our World into the catastrophic abyss of ruin for the sole benefit of a few elite European royal, US, and British banking families currently controlling our Earth’s wealth through deception, trickery and outright theft, and as we had previously reported on in our September 3rd report “China Shocks West With Threat Push US-EU Into “Dustbin Of History”.

And towards the American fears being realized, Hatoyama is now pledging to “increase social welfare, better protect workers and do away with American-style, pro-market reforms to lead the country out of its long slump” he has always blamed on his countries blind following of US dictates.

China, meanwhile, is continuing its assault upon the United States with senior Chinese communist leader, Cheng Siwei, now warning that because the United States Federal Reserve won’t stop printing worthless money, it will “compel China to redesign its foreign reserve policy” in a further move of Asia distancing itself from the US Dollar as a Global reserve currency.

China has also accelerated its shedding of US Dollars with new reports showing its Sovereign Wealth Fund is dumping the American currency in favor of gold and other strategic commodities while at the same time urging its over 1 billion citizens to begin doing likewise, and who in 2008 were the world’s largest gold producer, second-largest consumer and fifth-largest holder of gold reserves.

And in further fatal blow to the American economy, whose debt for this year alone is nearing the staggering toll of $11 Trillion, China has opted out of buying any more American debt and has, instead, purchased $50 billion in newly created International Monetary Fund bonds to protect their future worth.

To all of these moves against the United States by China many analysts and financial experts are now warning that the Americans are about to see the catastrophic collapse of their largest banks after their receiving letters this past week indicating that Chinese State Owned Enterprises would be given the “green light” to default on their derivatives owed to these Western “banksters”.

So dire has the situation in the United States become, and where over 6 million of their citizens have lost their homes, Russian Professor Igor Panarin is now warning that “events are continuing to confirm his doomsday prediction first made over 10 years ago, that the United States will completely collapse like the Soviet Union before the end of 2010, and warns that the chaos could begin to unfold in as little as two months.”

Professor Panarin, doctor of political sciences and professor of the Russian Diplomatic Academy Ministry of Foreign Affairs, further warned the American’s by saying, “Today I received another confirmation that the collapse of the dollar and the US is inevitable. Japan’s Democratic Party won the election, and I’d like to remind you that its leader [Yukio Hatoyama] has the snubbing of the dollar among his economic plans. In plainer words, he plans to transfer Japan’s monetary reserves from US dollars into another currency.”

To the American people, of course and as always, the nightmare about unfold around them they continue to remain oblivious to due to their propaganda media organs failing to give them the truthful information needed so that these witless souls may protect themselves. And, perhaps, no greater illustration of how manipulated these Americans are can be seen then in their being whipped into a frenzy over the Islamic Nation of Iran’s flawed elections, but nary a one of them being told that the election their government created for their “ally” Afghanistan produced the absurd result of the Western backed President Karzai took 100% of the votes in his oppositions stronghold.

And saddest of all, those like us who continue to tell them the truth are the ones reviled, not the ones who continue to speak to these people like they are children. But then again, in truth this is how most of them act.
